Mission:

Quantum Research is currently seeking an experienced candidate to serve as a TDL SME in support of our Cloud Services Initiative.

 

Responsibilities:

This position will serve as a lead data links analyst supporting an Army organization providing support that ensures data links are fully integrated into a Hybrid cloud operating environment. Participate in exercise development and execution, including advising on system performance objectives, tactical scenarios, and cloud based tactical data link architecture. The ideal candidate will support architecting, designing, building, securing, hardening, integrating data links, and operating a prototype Army Cloud Network from the bottom up. Quantum Research is seeking a Tactical Data Link SME to provide support in the areas of technical analysis, systems analysis, interoperability support and subject matter expertise (SME) related to the Tactical Data Link (TDL) standards, interface specifications, procedures and interoperability certification within a hybrid cloud environment. The TDL SME will develop cloud network interoperability recommendations through the analysis of program requirements and high level documentation describing capabilities, employment concepts and operational scenarios. Technical support will consist of systems analysts providing recommendations based on TDL analytical expertise and knowledge of message and interface requirements; provide subject matter expertise (SME) related to TDL based on various Army CONOPS, functions, roles and data exchange requirements.

 

Requirements:

  • Perform systems engineering to include research and development, to recommend the integration, installation, and training for sustainment and enhancement of existing data link architecture and network design to support emerging capabilities, advanced programs missions, Intelligence, Surveillance and Reconnaissance (ISR) (traditional and nontraditional) integration.
  • Provide TDL interoperability support related to review and analysis of program requirements, performance specifications, interface specifications, system functional architectures, operational program capabilities, system/operational views, Concept of Employment (CONEMP) and information exchange requirements (IERs). Provide recommendations to ensure Message Implementation Plan (MIP) supports the data exchange capabilities at the required milestones. Provide TDL SME in support of Army CONOPs and Use Case development efforts related to interoperability within a hybrid cloud environment.
  • Provide TDL analytical support related to the analysis TDLs (e.g., Link 16 and Variable Message Format (VMF)) MIPs reflecting word, message uses, and action values; develop interoperability assessments for each issue and identify potential impacts to the implementation proposed for development.
  • Identify the datalink architecture and network design parameters needed to connect the various operational units within the Joint Data Network (JDN).
  • Provide Datalink hardware/software management and maintenance. Interact with maintenance personnel to trouble shoot deficiencies and coordinate a resolution to the issue.
  • Understanding of spectrum deconfliction, messages standards, and platform capabilities and limitations.
  • Have knowledge on Cross Domain Solutions; their networks and interfaces and hardware and software and knowledgeable on the ICD 503 Risk Management Framework process
  • Have experience in the AFTTP 3-1 process and cycles, Joint publications and the DCR process, activities and test and evaluation reporting formats.
  • Conduct multi-platform interoperability evaluations with platforms that are required to exchange information with; develop interoperability assessments with identified issues and potential impacts; make recommendations for the priority of resolution.

 

Desired Qualifications:

  • Minimum four (4) years demonstrated experience of Command, Control, Communications, Computers, Intelligence, Surveillance and Reconnaissance (C4ISR) information systems operation, design/interoperability analysis and development of tactical data link systems with emphasis on Tactical Data Link (TDL) Command and Control (C2) interoperability with C2 platforms and Non C2 Intra-flight Interoperability gained through either military operational experience and/or extensive technical developmental support experience.
  • Minimum three (3) years of demonstrated experience directly related to the Interoperable Systems Management and Requirements Transformation (iSMART) TDL/C4I systems engineering process; extensive knowledge and detailed understanding of the Interoperable Systems Management and requirements Transformation (iSMART) process, iSMART Military Handbook (MIL-HDBK- 524) and documentation development utilizing the eSMART toolset and supporting MS Office file formats compatible with eSMART toolset reports capability.
  • Minimum four (4) years of demonstrated experience directly related to TDL interoperability development support; extensive knowledge and detailed understanding of the MIL-STD-6016 series (i.e., Revision "C" and later); MIL- STD-6017 series (Revision "C" and later); MIL-STD-6020 series; CJCSI 6610.01 Tactical Data Link Standardization Implementation Plan; other Military Standards (MIL-STDs) and Operational Procedures applicable to SSC Pacific Code 59.
  • Joint Interface Control Officer (JICO) experience a plus.

 

Current DoD SECRET clearance required to start with the ability to obtain and maintain a DoD Top Secret Clearance.
