Quantum Research is seeking Associate International Specialist that will support the Defense Systems Sector. Ideal candidate will be responsible to operate and maintain the Army Export Control System (A/ECS) and other facets within the Army Security Assistance, Enterprise (ASAE) & Army Security Cooperation Enterprise (ASCE). They will assist with releases for Program Management Offices and Original Equipment Manufacturers pursuit for Foreign Military Sales (FMS) and/or Direct Commercial Sale (DCS). Additionally, they will be expected to track and monitor Pre-LOR. The A/ECS is on a classified system in which Program Executive Office Missiles and Space is task to review PMO proposed positions and provide adjudications to higher release authorities for potential exports.


  • Serves as an associate International Specialist in support of APEO International to track Foreign Military Sales (FMS) case development information, and releases for Program Executive Office Missiles and Space (PEO MS)
  • Track Pre-Letter of Request (Pre-LOR) and for Foreign Military Sales (FMS) Cases, and System Integration of Air and Missile Defense Systems for PEO MS
  • Monitor and track the documents needed for higher releases
  • Must act as the central conduit for all Army/Export Control Systems tasks assigned to PEO MS, and track/assign within the Project; Manage Offices (PMOs) to ensure PEO MS goals and metrics are met
  • Responsible to oversee and track/monitor other releases for FMS/DCS cases. As needed will prepare PEO MS Form 5s for PEO adjudication
  • Maintain, inventory, and inspect classified materials
  • Coordinate classified meetings and ensure synchronization happens across different time zones
  • Maintain credentials to operate in a classified environment and on a classified network
  • Will work other duties as assigned by the government leads


  • BS degree and 2 years experience ;( AS degree / HSD or military experience with 5 plus years of experience may be substituted in lieu of degree)
  • FMS Experience / Logistics Experience /Program Management
  • Must have MS Office experience ; other related software skills a plus
  • Applicants selected will be required to take annual certifications to operate on government systems.
  • Must have active SECRET clearance, maintain clearance and must meet eligibility requirements for access to classified information.
