Operations Research/System Analysis (ORSA) Senior Analyst requirement is to produce analysis and decision support products to underpin critical decisions by leaders and managers at all levels of the Department of the Army. The ORSA Analyst recommends potential solutions for complex strategic, operational, tactical, and business issues. ORSAs are an integral part of Title 10 roles to organize, man, train, equip, sustain, and resource transformation in the Army.


  • Provide methods, plans and policy recommendations based on studies and analyses regarding the areas of development of warfighting capability requirements, force modernization, rapid acquisition/rapid equipping, Army studies and analyses, Army experimentation, test and evaluation, and science and technology
  • Provide assessments on the results of the implementation of changes to those methods and policies
  • Provide analysis, reviews, and recommendations regarding the establishment of Army policies and procedures concerning the development of Army requirements and Army warfighting to include: Army implementation of CJCSI 3170.01 JCIDS through AR 71-9 Army Materiel Requirements the AROC process
  • Provide analysis and develop recommendations to improve or refine the requirements determination process, and other processes affecting the delivery of materiel capabilities in order to synchronize and integrate current competing requirements to include the TRADOC Capability Needs Analysis (CNA)
  • Provide analysis, reviews, and recommendations in support of the validation and approval of future materiel requirements to include validation of Army JCIDS documents (ICD, CDD, CPS) by the AROC
  • Assist in the staffing, coordination, and assembling comments on JCIDS and related acquisition products
  • Enters data in and review information in CAMs Knowledge Management Systems (KMS). Communicates status of requirements through the required approval processes.
  • Performs mission analysis of potential requirements, prepares and briefs requirements approval documents.
  • Provide support in analysis and recommendations to DOM Hardware Divisions in support of Strategic Planning Assessment Reviews (SPAR).    


  • Bachelor's degree in operations research, applied mathematics, statistics, engineering (Systems or Industrial), or computer science.
  • A minimum of eight (8) years ORSA experience at most senior levels of the military such as the HQDA, MACOMS, or Army Service Component Commands.
  • Demonstrated experience in conducting analytical studies using a variety of mathematical, statistical, and other operations research techniques to identify and define problems, develop and investigate alternative courses of action, and present findings and recommendations, JCIDS knowledge a plus
  • Ability to build, evaluate and model modernization, resourcing, equipment distribution and readiness using optimization software e.g., GAMS/CPLEX or SAS.
  • Possess knowledge and experience in identifying and solving real-world problems in areas such as capital investment, decision analysis supporting a business unit, system design and engineering, linear and non-linear programming and trend/predictive analysis
  • Proficient in using all Microsoft Office applications to include Excel, Word and Power Point
  • A current minimum of SECRET security clearance is required for this position.  Employee must maintain a minimum of a SECRET security clearance at all times.
