Mission:

Provide A&AS support to JFCC IMD J8 in executing its mission in support of the SecDef, Joint Staff, Uniformed Services, Combatant Commands, Missile Defense Agency, other Agencies, and Allied/Partner Nations.  The objective is to provide missile defense mission area support to integrate and operationalize missile defense capabilities to meet operational requirements.

 Essential Duties and Responsibilities

  • Applies Test and Evaluation strategies, policies, practices, and procedures to ensure BMDS performance capabilities and limitations are understood by the Warfighter.
  • Attends meetings for MDA ground tests, flight test, system updates and additions to the Operational Capability Baseline (OCB) events and coordinates VTC meeting rooms and connections.
  • Coordinates with Joint Staff and Combatant Commands to develop Warfighter test objectives and observation collection plans for MDA test events in support of Warfighter Operational Acceptance;
  • coordinates and schedules Warfighter participation in BMDS test events with Combatant Commands and Service Force Providers;
  • acts as a liaison to MDA and the OTA for integrating operational test objectives into MDA-led test and development events; and reviews/analyzes test completion briefings and documents to identify capabilities and limitations of new or updated BMD systems to support Warfighter Operational Acceptance.
  • Develops and delivers operationally representative Warfighter test case scenarios and Blue Force laydowns based on credible intelligence that will facilitate analysis of Warfighter objectives for BMDS test events.
  • Monitors execution of BMDS test events and maintain situational awareness documents and portals for the command.
  • Develops crosswalks for each test event to assess Operational Readiness and Acceptance (OR&A) criteria coverage and ensure Warfighter requirements are met over the test campaign.
  • Develops, populates, and maintains a BMDS database on systems capabilities, limitations, and mitigations accepted for OR&A added or updated to the BMDS.
  • Develops and maintains BMDS Warfighter Capability Acceptance documents and maintains BMDS element OR&A status reports in order to provide MDA a coherent, integrated Warfighter voice defining BMDS testing needs.
  • Develops BMD system and element OR&A performance metrics (Critical Operational Issues (COIs), Measures of Effectiveness (MOEs), and Measures of Performance (MOPs) for use in system performance assessments, and crosswalks those metrics against MDA's Key Test Parameters (KTPs) to ensure Warfighter objectives are met during testing.
  • Develops recommendations for BMDS (Warfighter) Capability Acceptance decisions. Participates in Assessment Integrated Product Team (AIPT), as well as development of the Integrated Master Assessment Plan (IMAP) and Integrated Master Test Plan (IMTP) to recommend Warfighter assessment objectives and ensure appropriate data collection venues are planned and made available for assessment.
  • Coordinates with USSTRATCOM for BMDS and element certification requirements
  • Provides Subject Matter Expertise (SME) to analyze post-test data for impacts on BMDS operational readiness.
  • Writes executive summaries, reports and briefings to present information on system performance and test results to senior leadership.
  • Plan, coordinate, and execute Validation Events (VE) and Trial Periods (TP), whenever new capabilities are delivered to Warfighter for operational use.
  • Attends and supports conferences, meetings and briefings as required.

 Qualifications and Education Requirements

  • Bachelor's Degree ,5-10+ years of experience with BMDS Test and Evaluation strategies, policies, practices, and procedures
  • Travel: 10%
  • Must be a U.S. Citizen
  • An active DoD Top Secret clearance with SCI eligibility is required to perform this work. Candidates are required to have an active Top Secret clearance with SCI eligibility upon hire, and the ability to maintain this level of clearance during their employment

 Work Environment and Physical Demands:

  • This job operates in multiple environments: a professional office environment, operational military training environment including adverse weather and terrain, and in a classroom environment. While in a military training environment, the position requires the wear of military uniforms, Army combat helmet, the use of night vision goggles, and standard Army personal protective equipment.  This job routinely requires the ability to lift 50 pounds or more and can include lengthy periods of walking
  • This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.  It also uses and troubleshoots small to medium signal transmitters, military equipment, and spectrum analyzers
