Quantum Research is seeking a CWMD Technical Engineering Subject Matter Expert, ideal candidate will support the National Assessment Group (NAG), Engineering Technical Assessment Services (ETAS) Kirtland AFB, NM by assessing systems ability to detect, counter and defeat Chemical, Biological, Radiological, Nuclear and Explosive (CBRNE) threats, weapons, and improvised devices. Essential Duties and Responsibilities

  • Serve as the focal point for establishing CBRNE characteristics assessment goals and strategy in a fast paced and often dynamic environment. Support the vision that energizes and enables the team to win.
  • Provide technical deliverables that require minimal minor corrections, and no more than four major corrections on final drafts provided to government review boards.
  • Assist a multifunctional team (MFT) through the CBRNE Assessment Process.
  • Lead developing, coordinating, and resourcing the CBRNE assessment requirements and overseeing them throughout the assessment process.
  • Support tracking the programs major metrics sales, bookings, profit, and the customer relationship.
  • Support review and evaluation of the program status on a continuing basis and support potential unplanned program issues to a best solution, including development of plans-forward, escalation and increased resources, as required.
  • Work closely with Strategic Business Unit (SBU) management to communicate program progress and resolve issues and concerns.
  • Ensure that all business is conducted using the highest ethical standards and in compliance with all applicable laws, statutes, and regulations.
  • Identify and ensure required compliance with the government and company regulation, policies/procedures and guidelines; negotiate acceptance/ approval of all program plans with internal interfaces and the customer.
  • Employ proactive risk & opportunity management processes and practices to mitigate or capture potential program issues and improvements.
  • Support change proposal efforts for program including pre-coordination with customer to establish expectations.
  • Be an advocate for career development of members of the program team.
  • Help create a motivational environment where team members understand the mission, are fully engaged and empowered to execute, and are recognized for their performance.
  • Resolve conflicts, demands and priorities on assigned programs.
  • Maintain a regular and predictable work schedule.
  • Establish and maintain effective working relationships within the department, the Strategic Business Units, Strategic Support Units and the Company. Interact appropriately with others in order to maintain a positive and productive work environment.
  • Perform other duties as necessary.

Qualifications and Education Requirements

  • · High School diploma or equivalent plus 4 years or more related experience or a related 2-year AStechnical degree and 2 years or more related experience.
  • · Each higher-level related degree, i.e., Bachelors or Masters, may substitute for two years of related experience. Degree must be from a university, college, or school which is accredited by an agency recognized by the US Secretary of Education, US Department of Education.
  • · Demonstrated expertise and experience in technologies and programs to detect, counter and defeat Chemical, Biological, Radiological, Nuclear and Explosive (CBRNE) threats, weapons, and improvised devices.
  • · 5-10 years' experience with CBRNE technology area and 1-5 years' experience with a second technology area (RF, Cellular, Cyber, etc.) is preferred.
  • · Must understand most technical terminology and have some knowledge on various instrumentation systems used by the NAG.
  • · Risk & Opportunity Management experience.
  • · Ability to become very proficient with most technology and/or mission areas within three weeks.
  • · Substantial understanding/knowledge of Design of Experiments.
  • · Ability to utilize Digital Engineering concepts, process, and programs.
