Quantum Research International, Inc. Responsibilities:

Provide Cybersecurity support as an Information Systems Security Officer (ISSM) and Facility Security Officer (FSO) ensuring the confidentiality, integrity, availability, authentication, and non-repudiation of information systems operating in a classified environment and security of Quantum facilities.

As the ISSM, you will be responsible for reviewing, implementing, updating and documenting company-wide information, security policies and procedures, managing security audits, vulnerability and threat assessments, directing responses to network or system intrusions, and ensuring fulfillment of legal and contractual information security and privacy mandates, preventing and detecting intrusion. Execute any required security assessment and authorization process for Risk Management Framework (RMF) requirements. Support the development and maintenance of technical documentation and standard operating procedures (SOPs).

Applies current computer science technologies to the development, evaluation, and integration of computer systems and networks to maintain system security for classified information systems. Primary liaison to the local Defense Security Service (DSS) Information Systems Security Professional (ISSP) on all matters pertaining to classified information systems.

Evaluate equipment to ensure the use of approved products from the appropriate Information Assurance (IA) approved products list.

AS the FSO, responsible for directing all Quantum Research International, Inc.'s (Quantum) security functions at both the corporate and satellite facilities to include: managing all areas of the classified security program, ensuring compliance with government and company security policies and procedures; managing personnel security clearances, visitor control practices, and required physical and industrial security implementation, inspections and corrections; developing, implementing and managing document control procedures for classified information; reviewing and investigating security related occurrences; coordinating security education and training with the workforce; and conducting periodic reviews of the security program to ensure effectiveness.

Ensure compliance with DoDM 5220.22-M National Industrial Security Program Operating Manual (NISPOM) and DoDM 5205.07 DoD Special Access Program (SAP) Security Manual with respect to the following:

Telecom and IT security;

Program and technical data security;

Personnel security (clearances).

Develop or refine and implement local compliance procedures in alignment with NISPOM and DoD regulations and Quantum corporate policies and procedures.

Manage all DoD and Program audits and ensure compliance with the NISPOM, DoD and customer requirements. Ensure all corrective actions are implemented. Experienced in developing and administering security procedures and programs for classified or proprietary materials and documents. Conduct periodic classified document inventories and security self-inspections on local processes and practices.

Perform administrative duties as required, including personnel training and periodic reports required by Defense Counterintelligence and Security Agency (DCSA), personnel incident reports, Joint Personnel Adjudication System (JPAS), Defense Information System for Security (DISS), National Industrial Security System (NISS), and Electronic Questionnaires for Investigations Processing (EQIP) data entry for clearances.

Mark, handle, and store classified information

Handle access requests and authorizations

Coordinate classified visit requests / meetings

Manage Communications Security (COMSEC) equipment / accounts.

Complete security training as specified in the NISPOM, and as deemed appropriate by the cognizant government agencies.

May perform other security duties as assigned

 

Required Skills and Qualifications:

Minimum of 5 years of experience in ISSM/ FSO functions, preferred 10 years and above.

A Bachelor's degree in Computer Sciences or Cyber Security and two (2) years of practical experience implementing the National security information systems related security requirements (e.g. JAFAN, DCID, JSIG, RMF or NISPOM)Current Security Clearance required (Top Secret).

Hands on experience with Operational systems according to the JSIG, have experience with Security Technical Implementation Guides (STIG's), ACAS, and SCAP

Have DoD 8570.01-M Information Assurance Workforce (CompTIA Security+ CE or CISSP certification)

Have the ability to develop solutions to complex IS compliance and security problems

Understand computer networking, ports and protocols

Be a self-starter capable of multitasking and efficiently managing your time in a dynamic environment while requiring minimal levels of supervision

5 years of direct experience with NISPOM and DoDM 5207 preferred.

Aerospace / Defense industry experience preferred.

Ability to develop and implement compliance procedures.

Strong interpersonal skills - to communicate effectively with all management levels.

Strong communications skills in writing, IT presentations and public speaking.

Strong understanding of DoD security, industrial security, and export compliance issues.

Understanding of civilian and military aerospace products preferred.
