Participates in the planning, tracking, analysis, and reporting on multiple projects of varying contract type, size, complexity, and level of risk.

Responsibilities include significant interface with project managers, senior technical staff, as well as other functional organizations including contracts, finance, accounts receivable, procurement, subcontract management, etc. The candidate selected will be responsible for conducting cost and risk analyses, including current and projected costs, Rough Order of Magnitude (ROM) pricing for new tasks, and strategies for optimizing cost effectiveness.


Duties will include, but are not limited to:

  • Reports detailed information, analyzes financial data in support of project cost/schedule status and presents briefings to QRI managers and customers as required.
  • Establishes Work Breakdown Structures (WBSs) and related dictionaries, Basis of Estimates (BOEs), Resource Loaded Networks (RLNs), detailed Budgets, and Earned Value methodologies as contractually required.
  • Develop and maintain estimate at completions, meet deadlines for submissions and provide ongoing status.
  • Analyze and reconcile cash flow, profitability, invoicing, Unbillables, costs on hold, subcontracts invoice and prepare commitment/accruals to validate current project status.
  • Ensure revenue is recorded according to the EAC and provide accurate data for inclusion in quarterly forecast plans.
  • Ensures adherence to Generally Accepted Accounting Principles (GAAP) and all corporate policies and procedures as they relate to contract performance and financials.
  • Works on complex challenges; may lead and provide guidance to various levels of staff on a daily basis.
  • Participates in new business proposals, project projections, analysis of requirements, and input to cost and management volumes.
  • The Program Control Specialist should be able to demonstrate the following knowledge and/or experience:
  • Demonstrated understanding of operational requirements, cost analysis and control, strategic planning, procurement strategies to include Government acquisition processes, recruitment, business process improvement, task order reporting, developing milestone schedules and facilitation of management issues.
  • Excellent written and verbal communications skills, and demonstrated ability to present material to senior DoD and non-DoD officials.
  • Program control and financial management experience.
  • Conducting strategic planning, studies, and evaluations of information system projects to provide resource requirements and to recommend solutions, cost analyses, cost estimates, and schedules.



Bachelor's Degree from an accredited university in Program Management or Business Administration with emphasis in Finance, Accounting or a related discipline is required.

Minimum 5 years of Program Control or related experience is required.

Additional years of experience in a Program Control environment may be considered in lieu of a Bachelors Degree.

Candidates must possess a strong background working with multiple contract types: FFP, FPI, FPLOE, T&M, CPAF, CPFF, and hybrid contracts. This position requires a working knowledge of DoD Contracting, the Program Control field, Deltek GCS, web-based T & E, and the ability to complete assignments of moderate complexity on time within a fast paced environment and the ability to learn new processes and tools.

Must be analytical, possess excellent communication and presentation skills and have the ability to work independently and as a member of a team.

Requires mastery of basic MS Office Software (Word, Excel, and PowerPoint). Prefer working knowledge of Deltek GCS and Project Management software (e.g., Unanet, Microsoft Project) skills.

Candidates must be able to obtain and maintain a SECRET security clearance.
